Oakland City Council passed a budget with a $14.6 million cut to its police force.
Due to community organizing, LAPD scrapped its predictive policing program LASER and its use of “Chronic Offender Bulletins,” which assigns a “score” to persons on the COB list according to gang affiliation, parole/probation status, arrests, or other “quality” police contact.
The city’s Proposition E calls for amending the city’s charter to remove the mandatory police staffing level of a minimum of 1,971 full-duty sworn officers. Instead it requires the police department to conduct regular evaluations — every two years — and to recommend staffing levels in a report to the Police Commission.
